I have no idea about living in Moscow, but seeign as the value of rubel has fallen to lowest in years, I guess you could live there relatively comfortably, if you have good savings from a Western country. Depends on where are you from, of course.

You'll be best off if you enroll in a course or some language class, but if you want to start on low budget, you should check websites such as DuoLinguo. What about Chile? I've never been there, but it from what you can read, it has actually lower crime rates than the US (granted that's still more than most of Europe). Of course, there will be lots of pickpockets in places that attract tourists, but that's true everywhere in the world.
