Getting a US visa

How easy is it to get a US visa in your country? Over here we have to pay an application fee of $100 and there is no assurance that we could be granted a visa. I really don't know why the US is doing that to us when they say that the Philippines is their friend. Maybe it is time that we are given the privilege of a free visa.
