This may be an old thread but let me reply. For a foreigner to marry in the Philippines he has to present a document that will prove he is qualified to marry. It can be a divorce paper or annulment. For a single person he can seek for a "not married" certification. You can marry in a civil rite or even in the church.

I know nothing about the Philippine culture, but nowadays, there are a lot of interracial marriages.

A 'not married certificate'? That is next-level crazy. This is literally the first time I'm hearing about this. How do you even apply for that?
