What is the cheapest international volunteer programs out there?

This volunteer travel is a new concept to me. I wish there's also a cheap option for foreigners to come here so they would not be turned off with ludicrous pricing and less than satisfactory service. Many of our people would benefit from this especially when it comes to medical mission, disaster aides and missionary and social works.
