Minimum fare in public utility vehicle such as jeepneys and multi-cabs is minimum of Php8.00 ($.18) to Php15 ($0.33) depending on distance. A tricycle ride cost you Php8.00 to Php10.00 for short ride, and long ride about 50 pesos to 120 pesos.

The flag down rate to taxi in Cebu is currently at 30 pesos. However, the meters will show 40 pesos. This rate was prior to the drop in prices of gas. Thus, when you get off the taxi. Simply deduct 10 pesos from whatever is displayed on the meter.
In an area called Tamiya or MEPZ II (Mactan Economic Processing Zone), a taxi ride from this location going to the airport will cost you more or less PhP100 pesos.
From this place going to SM City (mall), will cost you more or less PhP140 to 160 pesos depending on traffic.
From SM City (mall) to Mactan International Airport will probably cost you around PhP200 pesos (less than $5).

For local short trips that you would need a taxicab it is better to have someone help you. A foreigner is the usual victim of criminals in the Philippines although sometimes the taxicab driver is also a willing victim. Traveling at night adds a risk to your life so you have to be discerning with the transportation. One safe transportation is Grab but it is expensive.
